How do you start a wedding consulting business with no referrence or portfolio?
You haven't mentioned having any experience or training doing this. I can't imagine anyone being willing to hire someone who has no references, portfolio or experience whatso ever coordinating an event that is so special to them. You have to have at least one job under your belt. That one job whoever it is (family/friends) can then provide you with a reference and you can take photos of the event. Every portfolios' got to start somewhere. Or find a wedding consultant to work for to gain some experience. Good luck.

Either find a job with a Wedding Planning business, or allied business and spend a couple of years learning the business or find friends who will allow you to help with their plans. You need to understand exactly what is involved.
You also must save some money for your start up! You will probably be able to raise loans, or get grants to help, but you WILL need to put in some money of your own. No one is going to lend you money to play at Weddings!
